Construction of Chilled Water Plant and Site Utility Upgrades at VA Medical Center in West Haven, CT

• Amendment 0003 replaces Amendment 0002 (dated 6 Oct 2026, up from 23 Sep). It is issued to answer RFIs, post the site visit attendee list, extend the proposal due date and the RFI deadline, and revise the submission instructions and evaluation criteria.
• Submission Requirements and Evaluation Criteria are now the version dated 2 Oct 2026, replacing the 22 Sep version. The amendment says some submission requirements and evaluation criteria have changed, so proposals built on the earlier document need to be checked against the new one.
• Bidder inquiries: questions must be submitted through ProjNet Bidder Inquiry by 1:00 PM ET on 23 Oct 2026.
• New RFI responses are included. One, from Johnson Controls, disputes the Electronic Security System Justification and Approval. It says the J&A wrongly states that Johnson Controls won't propose on construction work and that a certified integrator such as Security 101 would do the installation. Johnson Controls says it is the VA's active security integrator for PACS/VMS and that Security 101 is only a seller of C-CURE components. This bears on who can supply and install the security system.
• Dropped from Amendment 0002: the revised Bid Schedule dated 23 Sep and the Section 01 22 00 changes are not in this version.
