VEDDER Biotechnology Accelerator
RallyProp monitors the VEDDER program page for new cohort challenge statements and intake windows. Each VTCS challenge becomes its own opportunity in RallyProp, so you can match, track, and get alerts on the exact problems you can solve.
What is VEDDER?
VEDDER is a biotechnology accelerator sponsored by the U.S. Army and operated by the Defense Innovation Networking Group (D!NG), a 501(c)(3) nonprofit, under a federal Other Transaction (OT) agreement. It targets U.S. companies whose technology can serve both commercial markets and the national-security mission.
VEDDER is not a grant program. Companies apply against specific technical challenge statements (numbered VTCS-01, VTCS-02, and so on) and selected companies receive milestone-based prototype agreements with D!NG, plus access to technical resources, capital networks, and government-acquisition expertise.
Why VEDDER Matters
Not on SAM.gov
VEDDER challenges are published on D!NG's own site under an OT agreement. Teams that only watch SAM.gov, Grants.gov, or DSIP will not see them.
Short Intake Windows
Cohort intakes open and close within weeks. Cohort 1 ran from 12 to 30 October 2026, so a late discovery can mean a missed cohort.
One Application per Challenge
Each challenge has its own question set and review panel. You can apply to one or several, so it pays to know exactly which statements fit.
Commercial Path Required
Commercial viability is a qualifying criterion. VEDDER favors dual-use companies whose business does not depend on government funding to survive.
Example Challenge Areas
Challenge statements change by cohort. Cohort 1 published two challenges:
| Challenge | Focus |
|---|---|
| VTCS-01 | Rapid small-molecule design for CBRN medical countermeasures, from target identification through in-silico characterization and cell-based demonstration. |
| VTCS-02 | Low-SWaP distributed sensing with on-device edge AI for chemical, biological, and environmental signals. |
Who Should Watch VEDDER
VEDDER is built for U.S.-organized, majority U.S.-owned biotechnology and sensing companies with a working technology. Prior government contracting experience is not required.
- Biotech and drug-discovery startups with platforms relevant to CBRN medical countermeasures
- Sensor and edge-AI companies working on chemical, biological, or environmental detection
- University spin-outs and small businesses looking for a first defense customer
- Nontraditional defense contractors who want a milestone-based OT prototype agreement
- Consultants advising dual-use biotech clients on non-dilutive DoD pathways
How RallyProp Tracks VEDDER
- Monitors dingusa.org/vedder for new challenge statements on a regular schedule
- Imports each VTCS challenge as its own opportunity with its title, scope, and eligibility
- Applies the cohort intake window as each challenge's open and close dates
- Links the challenge guide (questions and FAQ PDF) and the D!NG application page
- Alerts on new challenges and on changes to title, status, close date, or description
- Verifies the page layout before every import and pauses the source for review if it changes, rather than importing bad data

What triggers an alert
New challenge or intake change
Applications go through the D!NG portal, which requires a login. Treat a RallyProp alert as your cue to read the challenge guide and start the application, not as a substitute for the official challenge statement.
