• Amendment purpose: Amendment 0001 set the 28 Sep 3pm question deadline and a 23 Sep 9am Philpott Lake site visit. Amendment 0002 only provides questions and answers. No due-date extension is shown in the visible text.
• Existing buildings: The Government will demolish the existing restrooms before contractor start. The contractor does no demolition, vault pumping, or disposal. The existing facilities are waterborne with no vault tanks, so the site will be at ground level.
• Design information: No pre-existing drawings or site plans are available. The contractor must locate and protect all utilities under FAR 52.236-9. The Government can only give best-estimate utility locations.
• Vault capacity: The PWS (2.4.7.8) requires at least 2,000 gallons total per restroom building, at each location.
• Subgrade: 1,500 PSF is the minimum soil-bearing capacity of the final subgrade, not a compaction spec. The contractor chooses lifts and methods to achieve it.
