  • Acceptable forms: bid bond, certified or cashier's check, irrevocable letter of credit, and similar instruments.
  • 10 days to execute contract documents and bonds after award.
• Why it was withdrawn: The CO says 52.228-1 was already provided in Amendment 0003, so it is not a new requirement.

What it means for bidders: The bid guarantee requirement itself is unchanged. Use the Amendment 0003 version of the clause, not 0005. Confirm that you have 0003 and that your bid guarantee is in the proper form and amount by bid opening, since failure may lead to rejection. Acknowledge Amendment 0006 as well. The offer due date is not extended, and all other terms are unchanged.

Amendment 0005 (issued 06 Oct 2026) adds a bid guarantee requirement via FAR 52.228-1.

• New bid guarantee: Bidders must submit a guarantee with the bid, by the time set for bid opening. A missing, wrongly formed, or wrongly sized guarantee may cause the bid to be rejected.
• Amount: 3% of the bid price, capped at $3,000,000.
• Acceptable forms: A bid bond backed by a surety acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or certain US Treasury bonds or notes.
• Default exposure: If the winning bidder fails to execute contract documents or furnish bonds within 10 days of receiving them, the contract may be terminated for default. The bidder is then liable for reprocurement costs above its bid, and the guarantee offsets that difference.

Why it matters: Bidders need to line up a bid bond or other instrument before the 09 Oct 2026, 11:00 AM EDT due date set by Amendment 0004. Amendment 0005 does not extend that date, so only about three days remain after issuance. Bidders should also acknowledge the amendment with their offer.

The previous version (Amendment 0004) moved evaluation from FAR 13 to RFO FAR 12, swapped several clauses, and extended the due date from 18 Sep to 09 Oct 2026. Those changes are not repeated here.
