Navy USV OTAs Are Live — and the Pipeline Is Real

Two separate DoD OTAs on this week's list target unmanned surface vessel work: the MK 66 Mod 0 Heavyweight Undersea Training Target (MK 66 HUTT) and Medium Unmanned Surface Vessel (MUSV) Phase II Integration and Testing. These are not exploratory RFIs — Phase II integration work means the government wants demonstrated hardware and systems-level maturity, not paper proposals. The budget tailwind is significant: the Navy's FY26 budget request included $5.3 billion across unmanned systems, roughly $2.2 billion above FY25 levels, with explicit line items for procuring medium unmanned surface vessels. The MUSV program itself was folded into the new Modular Attack Surface Craft (MASC) initiative in 2025, and a prototype production contract was anticipated in early FY26 — meaning firms with autonomous navigation, inertial navigation, or unmanned systems integration experience should treat both OTAs as near-term teaming and subcontracting opportunities, not watch-list items.

DARPA HUBBLE Proposers Day Is Today — Act Now

DARPA's Biological Technologies Office (BTO) is hosting its Proposers Day for the HUBBLE program today, September 25, with an afternoon session in Arlington, VA. HUBBLE is developing physics-informed computational models to map protein-protein interactions at scale, with the applied objective of decoding molecular mechanisms behind traumatic brain injury (TBI) to enable diagnostics and targeted treatments for service members. This opportunity sits at the intersection of Applied AI/ML Innovation and Medical & Biodefense — a relatively uncrowded niche in this week's opportunity set dominated by platform and infrastructure awards. If you missed the in-person event, the draft Program Announcement (PA) is the next document to watch; firms with computational biology, AI/ML for life sciences, or biodefense backgrounds should have abstracts ready to submit when the PA drops.

OTAs Dominate High-Signal Picks — Know the Entry Rules

Eight of this week's ten high-signal opportunities are OTAs, spanning ISR/SIGINT modernization (SandTI, appearing under both DoD and Air Force), maritime domain awareness data analytics, zero trust and cyber operations, modular power generation, and spaceport infrastructure. The SandTI opportunity is notable because it appears twice — once under DoD broadly and once under the Air Force — signaling that multiple program offices are independently pursuing the same prototype modernization effort, which creates parallel teaming lanes. For small businesses without an existing OTA consortium membership, that is the single biggest access barrier this week: most of these awards will flow through established consortium vehicles like NSTXL, AFWERX, or RCCTO consortia, so firms not already registered should prioritize consortium enrollment over direct proposal preparation. The one RFI in the high-signal set — DARPA HUBBLE — is the cleanest direct-entry path for non-consortium players this week.
