The updated Q&A says the solicitation was amended so the office must be in place within 60 days of contract award, per SBA Policy Notice 6000-874794. This is the most consequential change for eligibility.
• Brand-name justification posted: The Gordian e4Clicks/RS Means J&A for the required estimating software was added to the solicitation, which removes pre-award protest uncertainty about that requirement.
• Software licensing specified: Offerors must price 15 networked e4Clicks Project Estimator Professional licenses plus 15 licenses each of the Master Composite, Facilities, and Assemblies data packages, resolving the earlier ambiguity over which datasets were required.
• Self-performance clarified: The 8% self-perform minimum is a floor; AF 3064/3065 forms must identify self-performed tasks, and additional self-performed work is above that floor.
• Pricing coefficients flexible by period: Coefficients A–D may differ by ordering period, but the proposed values are fixed for the rest of the contract.
• Experience gate unchanged: Federal design-build experience cannot substitute; offerors need two of three specialty categories (SCIFs, historic preservation, research laboratories).
• Site visit materials: As-built drawings are available by zip file on request, photography of existing conditions is allowed, and no follow-up site visit will occur; discrepancies must be submitted as written questions.
• Seed project technical clarifications: Existing devices in Room 136 must be reinstalled, and the wall must meet STC 50, with the method left to the contractor's design.
