Amendment 0001 adds the missing Addendum to 52.212-1, with new submission instructions and evaluation details:

• Proposals must be one PDF of no more than five pages, sent by email to the Contract Specialist and Contracting Officer. The price worksheet, cover page, amendment acknowledgements, and required representations or certifications do not count toward the limit; the Government may not review pages beyond five.
• Quotes must include the inspector’s certification number and a one-page resume, plus three completed, comparable projects from the past five years. The examples should show experience draining fuel, disposing of unacceptable fuel, cleaning tanks, and performing API 653 inspections. Subcontracted work and the subcontractor’s relevant experience must be identified.
• Questions must be submitted in writing at least seven calendar days before the proposal due date. Prices must remain firm for 60 days after the receipt deadline.
• Experience ratings may favor stronger or multiple comparable projects; the Government may contact references. Award is on a best-value basis.
• The addendum states that funds are not presently available, so no award will be made until funding is available.

Applicants should use the new instructions to prepare and format their quotes; the notice says the amendment provides a previously missing document.
