IARPA Solutions Marketplace
Technical Objective
IARPA seeks Intelligence Community-relevant solutions (products, software, services, research prototypes) across strategic focus areas including Secure Communications and other IC mission needs. The Marketplace curates and catalogs submissions, making them available through rapid acquisition pathways for Government assessment, procurement, and sustainment. Solutions may advance from research and development through prototyping, test, and production phases with flexible, negotiable contract terms.

Who Should Apply
Any organization (large or small business, traditional or nontraditional contractor, academia, individual solution providers) with IC-relevant technologies or services. Applicants must be able to describe a clear problem, technical approach, mission impact, and pricing model in a 5-minute video pitch. Foreign ownership, control, or influence must be disclosed.
Evaluation Criteria
- 1Defining the Problem (15%) — clarity and comprehensiveness of problem scope and current state of the art
- 2Overall Technical Merit (45%) — technical approach, feasibility, and advancement of IC mission advantage
- 3Mission Impact — demonstrable benefit to IC foreign intelligence, counterintelligence, or collection mission
- 4Pricing Model and Acquisition Pathways — clear, realistic pricing strategy and flexible funding/contract structure

Submission Mechanics
Submit unclassified 5-minute video (HD 1920×1080 .mp4 format, <1.0 GB) via IARPA Marketplace portal with accompanying 5-slide technical package (Appendix C format). Video must address four required elements: Problem Definition, Technical Approach, Mission Impact, and Pricing Model (no proprietary pricing). Compliance check within 2 business days; assessment and notification within 30 calendar days of collection period close.
BD Strategic Notes
This is a long-term, open-call initiative designed for both emerging nontraditional vendors and established contractors seeking rapid IC customer exposure. Strong fit for companies with mature, market-ready or prototype-stage solutions in cybersecurity, intelligence operations, data analysis, and communications. The Marketplace emphasizes speed-to-award and flexible negotiation—ideal for agile vendors willing to accept performance-based contracts and revenue-share models.
Watch Out For
- Video and slide submissions must be entirely unclassified and cannot contain proprietary, export-controlled, or CUI markings; copyright notice only
- Pricing Model section requests strategy and funding structure but explicitly prohibits submission of actual rates or proprietary pricing details
- Foreign Ownership, Control, or Influence (FOCI) declaration required; may impact eligibility or require mitigation
- Small business designation must match SAM.gov account; misalignment can affect contracting pathways
- Solutions curated as 'awardable' in Marketplace may be marketed and reviewed by multiple Government customers; limited confidentiality post-curation
